I have gone to the aid of Sutter's Mill on several occasions and never saw any orcs there. They seldom come closer to Lakeshire than the area controlled by the knolls. Their problems are wolves, and bears so rare I think they send us to kill them just for a laugh. The other big problem are lumberjacks so lazy they won't bring the wood they cut to the mill. If it is a fiefdom, then it is under the control of a nobleman that the king has appointed to administer his justice.
