*!!! POSSIBLE SOLUTION !!!* If anyone is having issues with the effect applying to the whole project - select the bottom track and select "Make Compositing Child" in video track options, then the same with the middle one and then a top one (which is an effect itself). I highly suggest selecting all of them after that and then clicking "G" to merge them together - will be much easier to relocate them in a single move :)
You sir, truly are a legend. If anyone wants to know how to add this as an intro as like png, I simply just rendered out my logo glitch affect video, put it onto the new project, and changed the track from source alpha to add. Because I know I had to figure it out myself haha

*!!! POSSIBLE SOLUTION !!!* If anyone is having issues with the effect applying to the whole project - select the bottom track and select "Make Compositing Child" in video track options, then the same with the middle one and then a top one (which is an effect itself). I highly suggest selecting all of them after that and then clicking "G" to merge them together - will be much easier to relocate them in a single move :)
