I tried translating the phone call using Google and it seems the lady insisted on a stop button in the lift. But there was no stop button. I also felt like she initially didn't want to send help. But was the translator right though ?

It can't freefall because it's hydraulic. Not even a traction lift can freefall. On hydraulic lifts, the cabin is attached to a hydraulic piston that is pushed up by hydraulic oil. On traction lifts, the cables are connected to a counterweight which is used to balance the weight of the lift. The counterweight is heavier than the lift cabin itself, meaning that if the brake breaks or gets released, the counterweight will go down, and the cabin will go up, this happens slowly so you don't get crushed by the lift crashing onto the buffer at the pit.

The lights are burned out, NOT because of frame rates. Those lights are old fluorescent tubes, they were probably installed there when the lift was brand new, so they are burned out.
