ur probably thinking of urban evasion. quick and quiet makes it so fast actions make no noise every few seconds while the perk is active. i used it in this build because it would make our fast vaults completely silent. basically we'd vault faster with finesse, make no noise while vaulting with quick and quiet, get a speed boost after vaulting with lithe, all while leaving no scratch marks thanks to dance with me. I'm in chase one second, the next I'm gone. hope that helped.
