Ultrasonic is a type of proximity sensor
he means to say IR type proximity. which produces digital output. coding is also easy
If you are talking about IR Sensor so it will not work in sunlight.
I think the ultra sonic sensor is better here since IR has trouble detecting white which could be the color of the cup
You should try with arduino nano, it's cheap, tiny, and supporting micro usb or usb c
