These days it takes a lot to really get to know new people considering how society works these days. It takes a bit of a leap of faith to get into it with a stranger to chat with them, take youtube for example lol even responding to comments can be a little stressful. Getting to know neighbors is for sure something that a lot of people dont really do anymore, I'm guilty of not getting to know my neighbors but in all fairness they're older than me and probably dont like the idea of someone younger owning a home in their town but hey, I've lived here on and off for several years and I've never had an issue with'em lol. Sounds like your creepy neighbor is for sure an odd ball, crashing into shit and just assuming somones a cancer survivor is wild lol...that's a hell of a way to get to introduce yourself and yea.
