2018年爆出的沙中線醜聞，指控總承辦商禮頓剪短鋼筋，蓄意隱瞞政府，罔顧潛在危害人命的風險。
這事件，造就了一個「香港英雄」，他的名字叫潘焯鴻。藉着「吹哨人」的光環，潘焯鴻自此一呼百應，利用事件籌得80多萬港元的巨款，又企圖晉身立法會，搖身成為領導階層。
然而，有多少香港人看過立法會就沙中線事件的詳細報告？有多少人，只是看過幾段新聞，就相信潘焯鴻是吹哨人？
一個欠債纍纍，欠缺誠信，謊話連篇的人，有可能會是香港英雄嗎？
沙中線背後的真相，源於潘焯鴻與禮頓的金錢糾紛，只要每次禮頓付錢，所謂的「危險鋼筋」就會相應地「消失」！這些資料，已經完整記錄在沙中線報告當中，但有多少人會去認真審閱報告內容呢？

身為一個在工程界打混超過三十多年的中高層人士，我想講的是工程界，main contractor 拖糧給subcontractors 是經常發生，合約永遠是favorable to main contractor ，除非你吾想做，幾不合理，幾吾公平，你自己同你幾千個伙記都要生活，所以衹有在contract 上找一些灰色現帶生存，呢個是幾十年來香港建築業的生態，Jason 係吾應該用香港人安全作為籌碼去令Leighton 找數，但如果真無其他辦法，咁佢伙記幾千個家庭又點算，吾了解的外行人衹會話衹努力完成工作未可以解決，真實是不是你想像中的間單，我吾係話Jason 做得啱，但Leighton 係最大罪人衹顧自己，冇顧及幫她工作的判頭及香港人的生命安全。日日口口聲聲話partnering, 都係費話。
同意! 正常嚟講，rebar 呢部份完工後，Leighton project manager 睇完就可以 approve payment, 有問題就出 RFI, 所以全程冇人發現問題，而由下一個 pour concrete 嘅 subcontractor 發現問題已經好唔正常! 所以我有理由懷疑 Leighton 有古怪。撇除行內經驗而談，rebar 工人或佢地個管工，當時冇圖紙睇住做嘅咩？ 所有人都唔知有問題，得一個人知，絕對係怪異!

Big shout out to Mr. Hotung, this is a very professional production. I do have a few questions though:
1. What was the original estimated budget for China Tech's work?
2. These monthly payments do not explain whether they form parts of the work milestones Or lending money from Leighton?
3. Why did Leighton not sue Jason for Blackmailing?
4. Why did the HK gov not sue Jason for wasting public time and money?
5. I thought the whistleblowing act supersedes any confidential agreements? As this is one of the responsibilities of any citizen. (At least this is the case in Australia).
6. How did Jason Poon pass this Master of law with poor English and 'needing help from others to write emails to HK gov?'
7. Looking at recent news about Leighton was fined $40k due to deviating from the plan, that doesnt reflect the severity.

1. Who conducted the investigation for GovHK on the Shatin to Central Link Scandal?
2. What was the true reason & how much being benefiting on cutting the rebar?
3. Any investigation on sub-contractor Fang Sheung Construction Company (泛迅建築) hired by Leighton Asia (禮頓亞洲)?
4. Any investigation on Leighton Asia & its business partner China State Construction International Holdings Limited (中國建築國際集團)?
5. Any MTR official involved?
6. What business dispute between Chinta Engineering (中科興業) with Leighton Asia?
7. How many actual whistle blowers on the Shatin to Central Link Scandal?
1. MTR directly employed engineers and inspectors to conduct inspection
2. It is very technical. The construction of the tunnel use the top down method. The design was prepared by out-source consultant. Usually they would tend to over-design the structure, in addition to technical requirements e.g. safety factor .... end up with so much buffer over the design load. It would account for some missing steel bar because of no working space to do the work, but some is due to poor workmanship. Cutting rebar should not be treated as Scandal, because works deviates from the approved drawings happened in every site and it would resolved in the way totally different from Jason Poon' version. Can I ask you some question. Did Jason Poon had experience to determine cutting steel bars would turning structure into unsafe? who will be responsible for the structure stability under the law ( must not be Jason Poon) Why engineer must undergo training to pursue the professional qualification is to gain experience to resolve this kind of site matters.
