It's surprising how these tropical birds can survive the cold winters of northern US. They live everywhere up here in Chicago, but are really shy of people and I never get a good glimpse of them, just a distant sound of squawking. They are a pleasant addition to the local fauna nonetheless.
they really aren't that tropical. they're from middle argentina and chile. northernmost natural range is southernmost brazil (where it occasionally snows) moreover there were carolina parakeets in most of northeastern usa until 200 years ago or so.
Actually it’s Quaker Parrot and/or Monk Parakeet (like JohntechFL said. And people that come out of left just to be rude on a RUclips video to strangers usually end up looking like a fools.

I had a friend who had a parrot that he let sit outside on top of his cage and a hawk killed it . Cant do anything for wild parrots but that one lady leaving them outside is playing with fire
I'm guessing it is a rescue bird or some sort of bird re-homed. Tamed parrots like the cockatoo wouldn't likely do well in the wild, especially In a non ideal environment. It does seem she free flights her birds, with the cockatoo not as it has had too much of a plucking problem that it can't grow enough feathers any more, that is why I assume it is a re-homed bird.

They are cool but so damn loud. They wake me up out of a sound sleep sometimes.
LOL Wake up before the crack of 2pm and you won't have these issues LOL . Birds aren't active after sundown. :)

No it shouldn’t. We have enough escaped pets and non native species out there.
They are by Cowmeadow park when ever we go there we always see them
