You don’t need the key card, you can just use the zip line on the opposite building to cross and I don’t think the blueprint is bugged because legacy had a blueprint in his reward rift, and you didn’t get it after exfiling

I explained the zip line at the end of the short. The blueprints were supposed to be unlockable through exfil. They just haven’t been fixed since release.
