Yes, but unfortunately they don't get serious enough consequences to get a clue...they just get security, pick on smaller victims, make other adjustments or whatever, and keep right on with their outrageous and bizarrely narcissistic (as in, so long as I get what I want-- clicks, attention, etc.-- nothing else matters, least of all other people, whose feelings, safety, dignity, etc. don't exist in my self-centered universe) and infantile behavior. Kind of like that head of the health insurance corporation who got shot to death-- so long as I am raking in millions for myself and the company by denying coverage to people who've faithfully paid their premiums for years-- even when it's clear that denied coverage means they are going to die-- it's okay, because in the corporate world, the equivalent of , "Hey, it's just a prank so it's okay" is "Hey, it's just business."
