I have two questions to ask about this.
Is Dmitri really supposed to be a villain? Why were some of the Wall soldiers trying to kill Charles?
He isn't necessarily supposed to be a villain, but Dmitri will go to extremes in order for the Wall to maintain its reputation. High speed chases, attempted murder of United States military agents, all to keep Henry inside. He knows that having an infamous criminal/well known individual like Henry imprisoned at the Wall (whether he is actually guilty or not) would look good on him.
