Do you still think we need Legendary Difficulty for The Open World?
I'd play it.
But they'll have to code together legendary versions of each faction. (That might be too much for this new team they've got.) Could you imagine how bland a world full of White Tusk would get?

@@jwill5033Yeah I wouldnt mind sprinkles of legendaries here or there in a heroic open world, just like lvl 40 hunters that could take friendly fire, but a whole WORLD of legendary? Yeeeeah thatd be too much.
Personally, I think we should be able to upgrade enemy control points to legendary with doing more of the activities around that said control point.
Honestly, the thing I hate is the amount of damn grenade launches an NPC can do and how crazy accurate they are with them, and just how many in an encounter than can be.
Yes, they need to nerf that. Grenade launchers sometime his me immediately when they spawn even if there is no way to see me.
It's the drone operators I hate most. No break at all in the amount they are able to throw out. And they are way too over powered.

We need new content. We need new missions. We need new raids.
All we have been doing is using different ways to kill the same enemies in the same missions and the same open world activities over and over and over.
This game is extremely stale.

the reason I didn't play the current modifiers is actually NOT because of the modifiers, it's because of the dumb tasks you have to do with it to get any reward for it
That is why I may not participate in acquiring these new modifiers. Bust your ass to get them, they can't be used during global events and they disappear at the end of the season.
I just don't care for them, I don't use a lot of tech stuff.
What we need is new content, new maps instead of a modified game. Because they don't give us that, most players left the game. They only thing they're doing is buffing and nerfing, changing difficulty levels, adding modifiers to make it even more complex and with the complexity comes the high number of new issues which they cannot fix and so on. If they want to increase the player base, just give us really new content instead of modifiers.
The art of developers making players forget they are playing the same content is to change the meta.
Man … a 20% increase to the speed of suicide runners is terrifying … I always run with no radar directive and no sound … this sounds like skydiving type fun …
Harder open world difficulty? Why? You would spend more time engaging open world NPC's trying to get to main content, for the same loot pool on the same maps. Heroic NPC's are nothing but bullet sponges as it is now, and this would make it worse, even with modifiers. This still does not solve the problem of the continuous grind of old content, which is the biggest issue in game, and instead of fixing this game that is full of bugs, glitches, and UI problems, they keep modifying the mechanics. It is quite apparent their only goal is to make the dwindling group of gamers left playing this game in endless cycle of grinding old worn out content. It makes absolutely no sense to stick with it. The only reason I am playing right now is because of the XP and Valentine events.

If they was to give us a harder world difficulty they would absoutely need to scale up and give us gear and weapons that meet that harder difficulty.
I would love to be the shark in the water as a division agent with high intelligence and gears. I do not want be killed by a red bar npc while wearing a million armor and shield.
Most people already struggling with npc hitting hard with high accuracy. Why give the npc even more armor. Division 2 is letting me down.
@@mbidanis I hear you. During the golden bullet event I have been one-shotted by purple NPC's multiple times, and I am running 1.2 million armor with a Striker meta.
The key impact between difficulty levels is the increased bullet sponge which we partially offset with filling the specialisation trees, SHD Watch, optimized builds and expertise.
Throw away your optimized builds and equip non-optimized purple gear and you have legendary everywhere.
Right? This goes right along with what I was going to say. I hate hearing ppl complain about how bullett spongy enemies in this game are, yet they play on Heroic and Legendary. Makes no sense. How is that higher difficulty supposed to be a challenge without the enemies being tanky? You can't just take away the tankiness from enemies and make 10x more spawn like a hoarde mode. It wouldn't be realistic in this style game. I just hate hearing about the complaining about bullet sponges while they play on the hardest difficulty out lol. If you don't want a bullet sponge, drop your difficulty, it's so simple!
Creating a method to take open world encounters beyond heroic could be a blow to Sheparding. I have only been playing for a couple of months and roam under challenging level. I have recently achieved the ability to be, at least a little, helpful in heroic activities. As such, I try to help as often as I can when back up calls come. But, since the game does not give any information the level of encounter that the agent is running that is requesting help, I won’t be able to respond as frequently since I will not know if I am jumping into something way over my head. I am not against harder open world encounters, I just want some notification of the level of encounter before committing to back up another agent.
What prevented The Division from being a headliner is the abysmal lack of content. Speaking with people from games with a more active community, they all know The Division but don't play anymore because there's nothing to play for
As much as I enjoy Tuxedo's ideas i think it best he keeps it to himself. I really think the devs look at his videos for ideas on how to do the complete opposite of fun.

I imagine they have those numbers. Its likely a very large new percentage of players play without modifiers. It is also likely that they would never make those numbers public.

You are 100% correct, I hated the modifier system and didn't use it, but collected them on season journey. Then I discovered I was indeed a god when I started using them with my rifle build
I'm jazzed for the new season mechanics. It looks like they learned from all the shortcomings of the current season which is great to see. But I'm still concerned that minor patches can still completely break the game for some. I get they're working against 5 years of tech debt, but it's past time they got their shit together.
I completed Journey 5 in the PTS just to test this out, Frezy enemies are easy to spot as the have a red mesh on them, the armor regen is to high in my opinion, although i didnt run any legenary's during the PTS i did run some heroic missions and it your not aggressive and don't burst the frenzy npc's down your gonna have a hard time. I can imagine on legendary in a LFG group the players who sit back and use skills or just who have a slow play style will struggle, just my opinion i could be wrong.

We had this already. Just play Heroic, tu n on Fragile Armor directive, let it bug out so you never get any armor back, and there ... Harder than Legendary 😊. I played the PTS and gave feedback. The Blacklisted enemies were regenning HP so fast at Tier-5 it was whack a mole. At Tier-7 I can only imagine. My Headshot determined build was almost a spit ball shooter.

Unless Rogue Momentum gets changed from PTS I really don't think it'll feel anything like Heroic+, even with enemies having their max buffs. Mostly because it's so trivial to get to, and keep, max Momentum, and as soon as you do you become god mode with basically a mini golden bullet + infinite overcharge (hello invincible shield on an all red build)
That's all and well but the loot quality needs to scale as well. Would be nice if at the end of the season the open world loot scales to what you get running Legendary missions or slightly better.
I'd be pissed if i had to go through all this only to still be getting purple gear in the open world.

If everything is just faster speed, then the only solution is increased rate-of-fire and using foam, shock traps, stinger hives, seeker mines, and attack drones -- all things that auto-hit/effect.
I've been telling everyone that the NPCs scale to have powerful we are. But no one believes me. I noticed this a couple years ago. Their moves will make Matrix look like amateurs. And if you can still kill them, next step is named NPCs will go immune for 10secs. Still can kill them, then they will use 3 skills on you at once. So imagine being in cover then having fire and oxy chem launched at you. Get up to run? Blinder and sticky. Death guaranteed. You'll have to reboot the game

Hello hello ;-) I am trying to get the last Tactical challenge in the Summit I’m missing called: Exceptional accuracy. The second part of it: destroy an Elite wick point and kill him after without missing a shot. I cannot get it, I’m sure I managed it a few times, but the game just won’t give it to me !!! Am I missing something, can you tell me how to do it ? Is it bugged ?! I am at level i0 now, so not many levels left to get all 30 challenges in one run … its very frustrating ;-) THANKS a lot in advance. Cheers. JC
Prior to the change in who controlled modifiers during group play, many would either leave the group or simply not join groups because of modifiers. With the Frenzy modifier, how will this work with groups? Not everyone will be on the same level. I don't use modifiers when playing solo but understand how they work and adapt in group situations. Although 90% of the time, I don’t even select any modifiers when in groups, survivability is not an issue for me. If the leader of a group has control over whether or not modifiers are activated, will the Frenzy scale to the leader as well? If so, I believe this would impact matchmaking and group play.
People who ask for legendary open world are the ones that can't complete the actual mission for them.

Great vid once again.. is anyone else getting bugs in this game? When using firewall my shield won't deploy, game freezing, deltas, and can't see damage to enemies. The list goes on. Unplayable😢
I enjoyed the Y6S2 modifiers, it was like unlocking a more powerful agent. Great boost to keep me engaged and I became more knowledgeable regarding each modifier as time passed. I can see how some aren’t a big fan of them but I dig them. Unlocking the Carmine Mask, while tedious, was a heck of an experience and accomplishment

@ nope, played for the last 6 years bud, rounding SHD 3000. I said nothing about liking playing the same content, I said I liked the journey missions because they unlocked modifiers and the Carmine mask. I can’t wait for new content, was super bummed when the delayed the DLC

I really don't like this game without the current modifiers. Every time i go back to playing vanilla heroic i hate how it feels. Everything takes too long to die. Personal opinion. You should not require extended mags. That should be core design to how much hp enemies have. Frenzy is fine if the player scales properly with it. I'm all for anything that reduces bullet sponge

I like the standard open world directives (fog of war, no shield regen, bullets from pistol kills, etc.) -- I wish they would simply create more of these to choose from.

THIS is annoying. Especially in Descent. Turns the game into a dodge roll simulator which is NOT fun.

I was one of those players that gave this game years of loyalty, but finally walked away when modifiers became a thing. They were far too complicated and they were a lazy fix in place of new maps or new story content. If all Frenzy does is make us fight the same enemies but harder, I'll keep watching from the sidelines. I refuse to give this franchise any more of my time unless there's actually something new to do in the open world.

Hunters fury with all armor and headshot dmg. Habsburg chest with Headhunter. Memento BP. Shotgun has talent where you kill 3 for free reload.

I've loved the modifiers, even before they nerfed them when you would get shocked to death. It made a new challenge. I totally understand why they dropped pretty basic modifiers the first go around and I'm totally pumped for S3 modifiers.
What's going on with the updates??? This is the 4th time this week I have to DL a 7GB update from Ubisoft in order to play!?!

Just make a new game already. They’re trying to make the pro-level players happy and they’ll never be happy with open world play because they care more for PvP than PvE.
The only problem for me with modifiers is that u cant play with them with events. Either u play with modifiers or u turn them off and play the events. Nothing really major. Just thought if the npcs in the different events had modifiers too, it would've been a challenge also. Day 1, I figured out that the minimum build should be HazPro. U can go stronger but hazpro build will get u thru everything if u only got one build thats a guarantee. Looks like it will still be the medium depending on how urs is built, but the shift is skill builds next. So make sure ur skill build is up to par if it aint already.
The community is its own worse enemy...this is why we don't get new content...they can drop modifiers. And youtubers makes these awesome videos...so it seems that we are content with this crap.

Honestly, I think this is just as stupid as the new manhunt missions…….same shit only the enemies are harder……….this game needs to start to offer Some real new content….dont get me wrong, i still Play regularly…but all my builds are maxed out, have all the gear I need/want…we need new content badly, or i fear its game over…….making it more difficult isnt what we need…it just adds another later of stupid……..

This Dev team just don't "get it". Grind grind grind with more bugs bugs bugs. They give the illusion of more power to the player while making the NPC aggressive, 100% accurate, and now with the ability to run faster that any two legged living being could run. Why give the player modifiers and give the NPCs the same but more powerful.
Do the same things you’ve been doing for 6 years just harder. 🤦 The game technically has been dead for years. It’s ok to let go of a dead game walking. I get nauseous thinking about playing that played out game.
How the hell are we "underdogs", when a single agent can destroy dozens, and Dozens and DOZENS of Legendary enemies...?!
