It was actually chief architect Alexander Carlisle who was in charge of safety with the Olympic class liners and the one who wanted 64 lifeboats and left H&W as a direct result of being overruled on the subject, leaving Thomas Andrews to take over his work on the Titanic. He proposed to have 46 lifeboats, a double hull (not just a double bottom) and bulkheads up to B deck, also he was overruled by William Pirrie...and the rest is history.

Yes I can easily realize that's more than 5x the lost. However it's the story and the history and all the factors making the Titanic famous.
