In order to receive a 100% building score for Ninjoy, you have to put the 4 wings first then the 8 celery sticks. I was having the same problem with reaching 100% for her but I finally figured it out ☺️
My Order : 4 wings, with wild onion sauce. 6 pieces of shrimp in teriyaki sauce. 2 tenders with honey mustard sauce. 6 red bell pepper strips on the left. 6 green bell pepper strips on the right. 1 serving of awesome sauce.

I can NEVER get Ninjoy a PERFECT on her FULL order.
It's a confirmed bug, unfortunately it was only fixed in Wingeria To Go.
It's possible, but it's _really_ difficult.
Ninjoy and Rita have such complicated orders.
