Well in Melee, yes it is since it's not even capable of connecting with itself properly and seems to hit the opponent away... In Sm4sh, it's like one of the best edge-guard options since the first few hits have set knockback that can lead to a quick kill off of footstool.

The long version is that most multihit aerials in smash 4 have their knock back angle set to a special code which propels the opponent in the same direction as your character. So if pikachu is fairing you, you're gonna eat the last hit even if he's jumping forward at full speed. Fox is odd because he falls so fast he can actually release the opponent from his fair string,with a fastfall, but the opponent will still be moving downwards because of the special angle.

Picking Pichu in melee? Disrespect. honestly though making someone mad/disrespecting someone works really well for me as a Samus player in ultimate. Punish their ANGERERY unsafe moves and win makes everyone not like me tho
