The reason why it seems that Seungyoon is speaking Cantonese is because of the accent. To me, Cantonese accent is very easy to copy. If you know the Cantonese accent, you can speak nonsense words and it'll still seem like it's Cantonese. Of course, you can't easily fool the natives, but you can still try. When Lee Suguen from Knowing Bros went to China for a broadcast, he spoke gake Chinese like how he spoke to Jun and The8 from Seventeen in their second time in the show. His Chinese accent sounds genuine but it isn't really Chinese.
