He has HIV ... but he is on the normal treatment. That means he is both healthy AND not infectious. As long as you test for it regularly, and get treated if positive, HIV is now just a chronic treatable health problem (not what you want of course). But the social stigma is enforced by ignorant people ... and ignorant people are much more dangerous than HIV.
