Hi You No professional tattoo parlor will do it for you. If you want to get it done is some shady dude’s basement, go for it. But you’re in for a poorly done, prone to infections shitty job if you do that. Just wait til you’re of age. I waited until I was 18 and got my first one done by a pro and it turned out amazing.
