I feel that "write the paper" in step 2 is too strong of a constraint. It could be - write down a plan for the project. "Write a paper" forces correctness onto the idea, whereas a plan is free to be incorrect and modified. It's also fundamentally challenging to have claimed to have done the work before even starting the work (papers are typically written in such language). It is much more natural to declare a promise of the work. The main objective behind the "model 2" is that the research should be well-motivated, well-defined, and there should be a concrete plan in place. This is just standard practice for good project management, told in a more confusing term of "write the paper". Step 2 could instead be "write down a plan for your project".
