The 125-M Confidential is a LIVE ISSUE; it is not a DEAD TISSUE. The public has since asked or demanded from the DEPED for a satisfactory explanation regarding the issue of the ill-fated FUND's mysterious dissipation in 11 days, but which was flatly ignored - as if the taxpayers do not have the right to know anymore what had happened to their money. As to the question whether or not it was or yet is a proper item or agenda to be discussed or taken up officially in such hearing, the Committee reserves the exclusive right to decide on calling or taking that up as an unsettled matter. The budget hearing anyway was about the public fund or money of the people, and Congress - with its proper oversight function - has the duty to talk about any related topic that it deems well within the interest of the public - to inform and satisfy the public at least.
As per observed during hearing some members of the committee insist on investigation on the confidential fund of the office of the vp it seems they want to take over the coa, confidential fund is confidential regarding how it is spend,so how about the office of the president ,speaker of congress ,senate and so on,

The "account name" (Confidential Fund) does not legitimize patent abuses or unconscionable and illegal acts or misuses of such 'sacred public fund'. The use of people's money are strictly guided or regulated by proper rules, and that is where you put COA at to perform its duties and responsibilities to protect and safeguard the people's wealth. If you think the word "Confidential" means "license to squander" such fund-in-question, then let's adopt our own interpretation of such term to suit a safe and protective fiscal policy, and then just abandon the inapplicable meaning or sense of such term that we usually base our understanding of it and ot the sense that we simply rely upon the authority of the Webter's dictionary.
