How can we get 15% through tata neu app for bigbasket because 10% from tata neu is itself because of 5%( Tata new card ) and 5%( tata neu pass)

Nope, if you use it at tata neu bb, then 10% for bb will be offered by axis and 5% will be offered by tata neu as neucoins itself

I tried but failed....than I opened axis Bank savings account than 590 rs debited for axis bank debit card. Than contact branch for credit card and today finally got Airtel Axis credit card

Try offline where axis Bank promote their cards and loans, they can offer that, I had a conversation with them few days ago where they came to my university for their promotion, sometimes they have stall in malls and railway stations.
