It really depends on the title and resolution you want to run under. I am still running an old 4770K (heavily overclocked) which is an 8-year-old CPU. and I just threw in an RX5700XT. I play at 1440p and am not seeing any CPU bottlenecks.

I was even playing Warhammer 3 total war the other week which is pretty CPU demanding (although it is a few years older) and even it got 60FPS with everything maxed at 1440p.
Dont forget you also have to consider the motherboard cost and used b450 (the top range ones like the tomahawk 2 or the rog strix one) go for 50-70 also.
went with 6700 xt for the 12 gb vram, yes its too strong for the cpu but i dont mind for the future, and every game i play in 1440p has stable 100+ fps so its a win for me

I run a 4070 on an i5-11400 and the CPU is not the bottleneck in my system. So yes, if you can afford a 4070Ti just get that. AMD offers nothing that is on par either feature or performance wise with the 40-series at a similar price point. Don't worry about trying to "match" parts, because you're not going to be able to. Either your CPU or your GPU is going to be the bottleneck for most things gaming and if you upgrade one, to alleviate that bottleneck, the other just became the new bottleneck. There will always be a bottleneck, as there is always a component in the system that's the slowest. All you can do is change which part is the bottleneck, but eliminating it is impossible.

Depends on the game really. If it's a AAA game the cpu barely does anything. Switch over to a cpu intensive game (Valorant, roblox, games with minimal lighting effects really) the cpu will start to cry

Got an Old Dell optiplex 790 mt. At the time, it was about $200, and it came with the original mother board, an intel i5-2400, 8gb of ddr3 ram and a 1tb hdd. I added 16gb of ram and a nvidia gtx 1060 3gb (cause it was free from my uncle), and i believe a 400w psu, and a couple ssds. A rough estimate for total upgrade cost is like $150. I have a 3060 and it gets heavily bottlenecked in GTA 5, neither the GPU or the CPU get fully utilized and give mediocre fps. Turning down CPU intensive settings helps for some reason though

You should still be good with your 5600x. I have a 5700x and 4070ti and at 1440p there is no bottlenecks
