Playing like this person, you can do Melt about as well with Hu Tao as you can with Arlecchino. Which is to say not at all. They kept Swirling Pyro into Kazuha's Burst, which applied too much Pyro and prevented Arlecchino from triggering Forward Melt on her attacks. Which is supposed to be the entire point.
Played properly, Hu Tao has a really difficult time triggering Forward Melt. She wants to use her zero-ICD Charged Attacks, which apply Pyro too rapidly and will overtake the Cryo aura needed for Melt. It's better sticking to Vaporize for her.
Arlecchino manages better because she just wants to use her NAs, which have standard ICD and will apply Pyro more slowly. But I'd argue the best characters for Melt are Diluc/Xianyun and Gaming. Plunging allows you to proceed very slowly and avoid overtaking the Cryo aura while amplifying their plunge damage, which is naturally very high.

Melt or vaporize which reaction is better for both arlechino and HuTao

Vapourise is definitely the best reaction for hu tao since she cakes every charged shot. Melt and vape are both good for arle but it's hard to get her first shot to vape
