I work for a Japanese Scaffolding company, and that is a basic set up for making a concrete base for the building. It looks like they are using the old style of scaffolding made from pipes, clamps and planks. The company I work for uses 3.6M vertical pipe with 1.8M, 0.9M side rail pipes that do not need clamps. It's much safer then what you see in videos you see from America.
