The reason they changed the logo is that the old one was related to Bernie Ecclestone and they had to pay taxes in order to use it. Not the best explanation I know, but that is why they changed it, they had to pay in order to use the old logo and they didn't want to

They didn't change the qualifying, it was Bernie's idea. Liberty hadn't taken over F1 at that time, though I agree this design is too cheap-like.
