It's only when it's a misdemeanor offense do the police take that stance. If a misdemeanor offense doesn't take place in their presence they have full discretion unfortunately. Now things like grape are different because it's a violent felony. Any felony reports especially violent felonies they have no choice but to pursue charges and arrests especially if video evidence is presented
Things like this are considered civil offenses which would mean a citizens arrest would have to be pursued which is why the officers took the route with this interaction that they did.

I definitely defended myself. The reason I'm even pursuing the case is that Auditor Assault is getting out of control. Auditors are being assaulted at an alarming rate and so I'm pushing this case through the DA's office in an attempt to force their hand on this one.
