The steel is stretched then cast into the concrete (not taken out). The tension on the bars add the strength. A similar concept to trying to bend rope that is pulled very tight.
The role of heating allows for the concrete to cure at a consistent temperature to ensure maximum quality; unlike when curing on-site. The heat also accelerates the curing process.
Prestressed concrete will fail if the structural calculations are incorrect. Our prestressed panels and floor slabs have been calculated, engineered and regularly tested to ensure they will never fail for the intended use.
Since you're heating the concrete, why not use the the tension bars as heating elements? they would expand without the need to applying tension ,when set and cooled it would be the same as prestressing. Adjust the current in the bars to get required amount of 'prestressing'.
Do you mean Reinforced Concrete? This is prestressed which is slightly different to normal RC. Prestressing puts the reinforcement under tension which provides significantly greater strength.

They should first release the tension and then cut the tendons.
