Govt has only spend 2000 cr on kaveri till date. US spend 5 billion USD that too in 1980. The current kaveri is a huge achievement in its own.( Without any testing infra) Don't blame GTRE. You should ask govt for more funding for test bed. And a comprehensive plan of 5 billion USD to develop a whole ecosystem in India.
If India has got the combustion to be stable, India is the first in the world to achieve a working scramjet. The US has tried this but was not able to achieve stable combustion. Russia had hypersonic missiles but there are rocket based, not scramjet. China has hypersonic glide warheads, not scram jets.
