Idk if it's supposed to be a joke, but it's actually canonly stated, at least in chapter 6, that there are multiple counselors and medical staffs, but unfortunately, overblotting still happens, and being the highest rate in NRC history as in the past, only one student would overblot every ten years. Idia had theorized that someone could be purposefully triggering those overblots
