From what i can tell is that the 4017 sets the amount of combinationf for the push buttons you can use to set the password for this case it is 4 (1458). Can you tell me if i am right regarding the 4017 ic and could you please further explain the function of the 555 timer ic. Thanks in advance.

Refer circuit diagram. 555 in monostable mode 4017 in toggle mode. You can change password by Shuffle you push buttons Pin 2 with pin 4. Pin 2 push buttons are password. If you press Pin 4 push buttons, it resets 555 timer. So Output is not enabled.
