If they're assuming one might have more than 2 legs, they must count things other than meat appendages as "legs." In which case, you and your crutches would be 3 legs. So I'd say you're good to go! That or someone wearing a prosthetic can bring an extra prosthetic on board with to hold on the lap - as an emotional support limb.
A minimum of one leg makes sense for the sake of what that other guy said about the veteran falling out, at least then the word miminum would be more appropriate to use. As someone with one hand I've only ever been kicked off a ride once and I didn't go quietly. It sucks a lot to wait an hour only to feel embarrassed at the last minute because they didn't make the rule until they saw me. There was an attempt one other time but my company defended me. Kudos for keeping a positive attitude about it.
legs I can understand because of the lap bar but... what is the logic behind needing two hands? It's not like they are relying on your grip to keep you in

I operated a ride and it required you to have two limbs one of which must have a working hand. You'd be able to get on that ride if you really wanted
