Conditioning is quite good on Garen, giving you (Base AR/MR+Items+38)x1.03x1.1.
While in my opinion Unflinching/Overgrowth are completely useless,
your Q+Legend:Tenacity+W makes Unflinching dead rune,
Demolish bonus gold and push pressure outperforms Overgrowth (You only lose value from Steraks/W shield).
As for Second Wind do you really need that much early game power (DShield+Passive covers it in my opinion).
BonePlating is great rune vs champions that Garen is already good vs, so it isn't really needed.
(AS shard doesn't work on Garens E so 2xAD is better)

When should you take Phase Rush on Garen instead of Conqueror?
Phase Rush is a weak early game rune, you go it into free scale matchups and also if the enemy comp has a lot of slows and slippery characters. Conquerer, if you want to win lane against a character whos strong early like Jax, you can't really proc phase rush against jax so must go conquerer
at this point. it's easy to say. TF can go pro if he wanted to.

Garen is kinda of a scaling champ, So taking conditioning and overgrowth is much better and also demolish is literally useless after getting hull + trinity or having your Q level 5, and second wind also becomes useless since garen mid - late game gets a huge health regeneration, talking 25-50. So yea useless runes for garen
It could also be argued that if a champ scales well then giving them early game stats and runes would help them safely scale to their late game power
Yeah bad matchups means you need to make it through early at any costs
