I recently saw a video of supreme court debate on abrogation of 370 , where CJI DY CHANDRACHUD explaining parliament has power to make laws when states request and Rajya sabha passes resolution in Art 249.Therein he specifically gave the example of Urban land ceiling act.

Yes, it can be seen as a violation of Federalism. But
a. Only Executive powers are being delegated.
b. Governor can do so only on the advice tendered to him by the state government.
This provision was inserted by the 7th CAA, 1956. Before that there was no such provision
