Kabuto severed some of her arm and leg muscles beforehand making Tsunade weaker. Tsunade also saw her own blood which basically immobilized her because of her fear.

@@0oShwavyo0 he was actually a Genin. Naruto was well above Chunin level though. He beat both Neji and Gaara within the same day.
