The ten shadows works in this way: you can summon the shikigami (it can be the wold, the frog, or GOD)
When you summon it, it'll be hostile, so you need to tame it to control it. Taming means beating it ofc.
Now, to PERMANENTLY tame it, you need to do it alone.
If you do it with a partner or more, you only TEMPORARILY tame it.
The reason summoning Mahoraga is basically a s**cide bombing is because it would iill both Megumi and his "partner" aka whoever Megumi's trying to take down with himself.
Nobody has managed to tame Mahoraga, so using it as a "if I'm dying, I'm taking you with me" strategy is the only strat for it.

Todo does use cursed energy when fighting... What he doesn't use, unless necessary, is his innate cursed technique: Boogie Woogie.
Remember cursed energy can be used raw on your own body to enhance your physical prowess which is the most basic use that anyone who possesses it can employ it for, which is the only way Yuji can make use of his cursed energy so far. Other things that you can do with cursed energy without the need of an innate technique are barriers (veils) and simple shikigami; which both can be done by anyone as long as they know and understand the formula and incantation for them and in the case of simple shikigami a physical intermediary is also usually needed, like a talisman. Reverse Cursed Energy and Anti-Domain Techniques are also other ones that can be done without the need of an innate technique, but those are even more complicated.
So yeah Todo does very much use cursed energy to fight against curses and sorcerers almost always. Otherwise he wouldn't have been able to keep up with Yuji when they were fighting each other in season 1 during the exchange event. Todo himself says "his raw physical power is much greater than mine despite his smaller body, but the way his cursed energy flows is wrong" about Yuji.
