The twist with the Beach becoming a game arena was genius! Everyone should have been suspicious about why that was the only place with electricity. Only game arenas have electricity.
In the first episode, we saw that after a game all the power in that building went out. And everywhere Arisu and his friends stayed before they got to the beach didn't have electricity.
I think this became a 10 of hearts game because it fulfilled several special conditions with the maximum number of players gathered in one area.

The Beach had electricity because they used fuel, they explained it in episode 5. It's not because it was a game arena.
He said second beach cos his club in the real world was the 1st beach. So he was just talking about the beach there is no other one :)

I think by the second beach Hatter meant like where they all staying is now a second beach created by him. I think he had one (first beach in my theory) like this in the real world I think it didn't go well or something happened that made him do this all crazy things. So that was the first beach he created... That's my understanding. I don't want to spoil anything You will get your answer in upcoming last two episodes.
