We see Dream achieve this in his world by creating nightmares for those who let chaos lead them and dreams for those who are virtuous. Nightmares were created to distill fear into those who have let greed, lust or one of the other deadly sins into their lives and apply them freely. While dreams were created to allow humans to be creative as well as realising which goals we wish to achieve since our dreams are often our subconscious speaking to us. However the endless member Desire has allowed his love and need to protect his sister cloud his judgement and humans emotions often do , so he in turn induces chaos into the world to bring around the balance. Think of this as having the same theme as Star Wars. The Jedi represent virtue and the sith represent chaos but neither side is willing to compromise until Anakin brings balance to the force by feeling love and hate at the same time. When separated, man is no more. So the endless bring that balance between virtue and chaos to us by each doing their job. Lucifer and the sandman stories intertwine. God is a celestial being who meets another celestial being and they create a home called heaven. They give birth to Lucifer, Asriel and the rest and all seems well at the start but then god spent most of his time in the garage with his little creation called mankind and he grew distant from his family and wife. So Lucifer rebels and Lucifers mom pleads for his life as God wants to destroy him but God succumbs to his wife and they send Lucifer to hell as a punishment. The second season will explain it a bit more but please know that the tv shows lucifer, Constantine and the Sandman all intertwine. Preacher also gives more explanation as to who God is in the vertigo universe that Gaiman created.
I love the amount of juxtaposition and contrasts Neil Gaiman uses to design these characters, death is a dark and foreboding concept that haunts all life, but Death is a comforting face that helps you accept what's the end of your journey in the living world. In the comics, Dream appears to the Martian Hunter... and assumes a form of a kind of god for the martians. He also appears as a cat for the cats in episode 11 of the series. so... they are actually everywhere and they change depending of how one sees them..
