This is easy to understand a compass comes torwards the strongest electromagnetic field in its reach a compass only acts up when there’s a stronger electromagnetic field in its range in this case the paper clip is the strongest magnetic source in this case and that’s what’s causing it to act up I learned this at a school activity the leader of our group had a compass and a magnet in his pocket it caused us to go the wrong direction so no it’s not an “EROR compass” nor is it an Error compass its a disrupted compass
