The entire music video is an ode to astrology. From the moment the video starts, we are welcomed into Doja's world (Planet Her) with gates that have a symbol with all the astrological signs. Doja is a Libra Sun and the glyph (symbol) for Libra are the scales. This can be seen in her hairstyle and the scales she stands in front of earlier in the video. Also seen are the scales trying to balance heart and head - the theme of this song. The Weeknd is an Aquarius Sun. The glyph for Aquarius is a water bearer, hence him pouring water throughout this music video. Libra and Aquarius are both air signs and are very compatible. The app Doja checks is called The Pattern, an astrology personality app. The more water The Weeknd pours into Doja's world, the stronger her desire for him grows. Even with a man, she still longs to be with him. This is why the music video ends with the couple surrounded by water (representative of The Weeknd).

So the video has to do with astrology. Libra is her sun sign (hence the hair and the sun behind her)… The Weeknd his an Aquarius aka the water bearer. Her on the scale is her weighing the options between doing what’s right and what’s actually in her heart. The Weeknd pouring the water is basically him flooding her mind even when she is with her partner. Her using buckets to catch the water is Doja trying to keep it from happening and be present mentally with her actual boyfriend. Doja floating in the sky to the Weekend is basically symbolic of The Weeknd being her universe, he’s everything she wants but she can’t have him hence why she blasts back into her bed. It also symbolizes that she dreams of her secret lover as well.
The cards are also her basically trying to use tarot cards to get the answer on how to handle the situation but it isn’t allowing her hence why she keeps seeing herself.

I absolutely love the video. It's definitely a astrology sign reference. Her being a Libra and him being an Aquarius he understands her differently than anyone else. what if him pouring the water symbolizes him putting pressure on the relationship and the water that leaks in is because she's not strong enough, so the water coming in represents the cracks in her relationship ( sis bascially said i got a man but i want you ) however the buckets that catch the water symbolizes her trying to keep her relationship and not letting the other guy's feelings ( the water) flood her out of her own relationship. i think the buckets are represented literally in a sense to provide a “temporary solution” to a leak in your roof. so she’s basically building up the temporary fixings causing them to surround her and feel like it’s always raining around her so she can’t fix it anymore

EDIT: I wanna add that I don't condone cheating, HOWEVER, there are people who feel stuck in a toxic or loveless relationship because of their loyalty. So those people will sometimes have feelings for someone else that they feel could provide them with everything they need, but they are internally conflicted because they want to stay loyal. It's not evil, just lonely. Loneliness will make you long for something you desire and I feel that's the story in this music video. I could be wrong so don't take my word for it, but that's how I interpret it.

Also The Weeknd says one of the most important parts of the lyrics, that Doja's man doesn't see the woman that she became, he's still stuck on the woman she was when they met, so he isn't seeing her true form now and isn't appreciating her like he should... So unconsciously Doja doesn't feel satisfied with the relationship, and The Weeknd is just standing there saying that he sees her and would definitely appreciate her whole body and spirit... and that's why she's hesitating so much (maybe someone has mentioned this already).
