One of the UNTOLD consideratations is that by 1901 Australia was the richest country on the planet. This is often overlooked in these sorts of NON doco presentations./ This is a complex issue.

The timing and setting up of the prison colonies in Australia was related to Britain losing the American colonies in the War of Independence. Britain needed somewhere to send convicts. Hence setting up of Australian colonies.

Convict Transportation to Australia, started 1788 at Sydney Cove, NSW! 1000 chained, starving, unwanted citizens, guards and soldiers were shipped to create a New Colony in Australia! The voyage took nine months and many died on the journey, through various means, and new babies were born too! The convicts included French, American, African, Scots, Irish and English, and men, women, many children, babies! - all travelled in the cargo hold in crowded and brutal conditions! Once landed they were used as slave labour and entertainment for the soldiers! There was no local food source, fresh water or arable land - many more died! 'For the Term of His Natural Life' is an excellent resource to find more about this tragic colonial history! 👍

There was a good an argument for the mining licence.
Many miners were bypassing the tax on found gold and just sending the gold back to their own countries (thus the empty state coffers).
Melbourne was arguably the world's richest city from 1855-1890.
My 4x Great Grandfather had a Ballarat mining licence.

On top of this, the enormous wealth was also spent on one of the tallest buildings in the world in 1890 called the APA (Australian Property Investment Co) Building which stood at 12 storeys high. It was later claimed to be the tallest in the world, although 13-storey buildings completed in New York and Chicago of the same year. Wikipedia has some good photos of it before it was demolished.

The convicts were first sent to America, but after the British lost America they had to send their convicts somewhere else - that was the birth of Australia.
