If one want’s to entertain the idea of conspiracy, one might ask the questions, could the path of the Rubymar’s drift be roughly predicted, and if so, why was the Rubymar’s starboard anchor still deployed if the risk of her anchor snagging on one or more of those cables was known? The paths of those undersea cables are shown on sea charts to attempt the prevention of just such an accidental snagging by a ship's anchor.

China's PLA has already reclaimed three islands and built military bases in SCS.
