That’s one of the professional photographers hence being allowed to stand where he was. The finger snapping is a well known way of potentially getting the horse to prick up its ears.

Love this guard before the box was there if the tourist got too close he would kick out at them to move away. Pity the rest of the guards did not follow his lead over staying behind the white lines.
