But that unity, desire for education, focus, conflict resolution and problem-solving is usually lacking in places like this in the world so you have to minimize that, too, or the local residents will continue to throw trash, tag up walls, break windows, and break into properties, etc.
It's so sad Baltimore was a beautiful city. I've seen photos and videos of how it was in the 1960s. Those houses must have been lovely to live in, in their time, they remind me of the terraced style houses and the corner shops here in England. No offence but in colonial America times it was one of the finest cities in the States.😢

I live in the Ashburton neighborhood in West Baltimore by the reservoir. I grew up in Philly by Chew and Washington LN Baltimore and Philadelphia are the SAME city. There is no law stating that today but it's now by choice... However, 60 years ago in Baltimore, there was such laws... When they got rid of the laws, scum "blockbusters" would come into a white neighborhood, buy up one house and place a black family there, then all the whites would sell their houses for pennies on the dollar due to fear and the blockbusters made huge profits. Then the blockbusters would either resell the houses to blacks at inflated interest rates or just turn to slumlords renting into the houses fell apart.

Things will get better for Baltimore. Our Governor has started a program for kids getting out of high school called the service year. They can learn a trade, volunteer, do apprenticeships, work with career coaches and upon completion earn money forward college. It’s great for kids who may not have plans, even know what they want to do or can’t afford college. They will earn $15 an hour for full time work during the service year. They are also extending the light rail which will be great for the city.
