Liverpool has at least two distinct accents, I can't tell which areas they dominate but one sounds like the one you described with "Ka" sound coming from the back of the throat. I don't think they drop the "Ts" as much as you make out, though I could be wrong. The other accent is much more warmer and sounds a lot more friendlier, and you can hear that when Ringo Star and Paddy Pimblett speak.
