The 6N have vetoed expansion it’s a private tournament and each Union is a stakeholder. Allowing a financially weaker Union to join or even replace an existing team would be costly for the tournament. At the end of the day it’s all about money unfortunately.

Another point worth mentioning is that unlike the other 5 teams they weren’t an established Rugby nation in that it wasn’t a major sport in the country until fairly recently and they gained their place in the tournament on merit which was unprecedented at the time.

It’s a private tournament and the 6 stakeholder unions have been clear that they’re not interested in expanding the tournament and as stakeholders of a private tournament nobody can force them to not even World Rugby.

The Six Nations could be modified to where England, Scotland, Wales, Ireland, France are fixed and there's three more teams that are eligible to be promoted-or-relegated depending on who has lowest record. There would be a secondary competition encompassing the other European states plus Argentina and South Africa. Meanwhile, the Southern Hemisphere competition replaces the latter two with Pacific Island states. The reformatted 6N could then be broken up into two groups of four randomized teams. The team with the best record of each group then faces each other to determine overall winner.
