The first got soviet command rid of reactionary and incompetent elements, even though there were people who actively abused power during it, but they were purged too (Genrich Yagoda and Yezhov as for example), and about collectivization. Yes, it's primary use was to collect the needed amount of grain to repay for industrialization, but at the same time, imagine this scenario: You're in an active state of war against an overwhelming enemy that you need a strong and well-supplied army to defeat, and in order to succeed you need to feed both the soldiers AND workers who assist them in the rear, but the primary source of nutrition is privately owned by a small minority that raises prices to the skies each time you buy a new batch.
