Gonna add my two senses, I believe when anyone setting out on his or her journey, preparation and planning 'MUST be a vital part of your journey. Gas, food, vehicle condition, your personal preparation etc, etc. There is no excuse for negligence, than to accept it, and make the necessary corrections, for future traveling. I would be more lenient to a person whose toll money is short, than someone who doesn't have any money to pay. Reason being, the toll is raising so rapidly, and he or she wasn't aware of increase.

If you cannot pay the toll u can proceed when the clerk n cop gather ur info n will send u the bill in the mail. All toll pay points should have a gap for turnaround and u should have a valid reason for turning around.
Another country like in Canada if the charge is not that big like a prison sentence and it's just a fine they give you a month are 2 month sometime three months to pay this instant pay is a trap Jamaica system is so backwards

Having a Toll Highway in Jamaica makes no sense. There are not enough individual drivers in Jamaica and the country will be in debt in China for eternity. That being said, why are you going on the toll highway without any money? That makes ABSOLUTELY zero sense.
Emergency vehicles police, firefighters 🚒 and ambulance shouldn’t have to pay tolls Cameras should be at the entry and exit on the toll road which captures your plate so if you don’t pay the toll by a certain time your license will be suspended

In the United States you don't need to stop if you don't have the money you can just drive through they will send you a ticket in the mail and you have time to pay it but if you don't after that time pass they will just suspend your driver's license
How can you make an argument to support someone that knows you have to PAY to drive on the toll road and KNOWINGLY takes the toll road with NO MONEY. You are basically supporting someone that knows right but intentionally does wrong.
