Bharat has studied in UK and wants to modernize his country. Very often money is lost in ineffective state organization. Unfortunately in reality you cannot modernize that fast and bottom people’s power easily turns into revolution and civil war. Such drastic changes usually take 50 years. Otherwise everything may fall back to the old scheme.
