Looking at the Google map of Jamaica, it looks to me like an exit and entrance, similar to Old Harbor, to the highway from Porus and surrounding communities is possible . It would cost some, but those communities would benefit. Here in Canada, if that truck was seen on the road, someone would call it in, because we're encouraged, through many advertisement, to call police about all driving incidents that we witnessed or that we're witnessing.

While things may normalize somewhat after the toll starts to be charged I still think looking at the distance between the Toll Gate exit and the Melrose Bypass exit with only 13 Kilometers/8 miles between both exits, it is not so far a drive/distance that drivers could not stop off at one exit and rejoin the highway at the next, what needs to be done or should have been done is to make where the Melrose Bypass joins the highway a full on/off both directions exit and not have it designed the way it is now with limited access.
