When done correctly It provides two benefit's: 1) it increases clearance between the bottom of the air cleaner lid assembly and the entry surface of the carb, 2) makes air flow into the primary more uniform to air flow into the unobstructed secondary barrels. On a side note Chrysler and Chevrolet used shortened choke towers on the two barrel carbs they used on tri-power / six pack systems.
Removing the choke horn section of the carb is done for different reasons, one is allowing clearance for low profile air cleaners in tight under hood situations, the other main one is better flow to the venturies but if done wrong it can mess with the booster signals (look at many of the aftermarket carb bodies and race carbs) If you are not a long time carb tuner its usually better to just buy an aftermarket body with it already removed and smoothed out. Thinking of doing this on my 2barrel holley 4412.
I am not to sure how much improvement you would see on a 2bbl without epoxying and radiusing the inlet.
Are used to just use a bandsaw to cut it on the ground in between my feet
I have done that long ago with a sawsall to rough cut it off then die ground it to clean it up.
